Clifton L. Bakhsh, Jr.
I am a licensed professional land surveyor in the states of Delaware and Maryland. I received my Professional Registration in Delaware on December 17, 1975, and in Maryland on May 14, 1991. I attended the University of North Carolina at Pembroke as a Math major during the 1966/1967 fall and spring semesters. I entered into military service in the spring of 1968 where I attended the US Army Engineering School at Fort Belvoir, Virginia and completed the Topographic Surveying course. During my time in the service, I completed a special mission to Southeast Asia to produce accurate mapping of the Delta Region. I was then attached to the United States Geological Survey (USGS) and participated in the re-mapping of the southeastern portion of Georgia. I founded Clifton L. Bakhsh, J0r., Inc.in May of 1985. From the summer of 1965 to the present, I have been involved in all aspects of Land Surveying.
On October 26, 1990, I was appointed by Delaware Governor Michael N. Castle to the State Board of Registration for Professional Land Surveyors where I served 9 years, 7 as the Board Chairman. During that time, I was charged with updating Title 24, Chapter 27, which governs Professional Land Surveyors, by authoring rules and regulations pertaining to minimum standards for Boundary Surveys, Continuing Professional Competency, developing state state standards for the preparation of mortgage inspection plans and addressing the complaints made against registrants.

I am a licensed Professional Land Surveyor in the states of Delaware, Maryland, and Pennsylvania, and am a member of the professional society of each state. I received my first registration in Pennsylvania in 1989. I attended Indiana University of Pennsylvania, Penn State University, and University of Pittsburgh. I am the major project manager at Clifton L. Bakhsh Jr., Inc., where I have been employed for the past 17 years. My client base has included Kent County, State of Delaware, various municipalities, Delmarva Power, Artesian Water Company, Tidewater Utilities, Appoquinomink School District, and private developers. Plans ranging from record, boundary, site, utility construction, roads, sewer, erosion and sediment control, and storm water management are under my direct design and supervision for implementation of our clients’ projects.
